Add local and remote deploy cmds to messari CLI

And necessary cmds to allow for deployment of a substream to local and remote environments. In order to work cleanly I'll also need to create and push docker images for each firehose host to dockerhub in order to keep only a small number of dependencies for the CLI to work. (Only dependencies required so far will be substreams CLI and docker)
