tfnotify migth be not working on github actions #98

WHAT

tfnotify on github actions is no left comment on commit.

[test]

I create repos for testing on github actions.

Add test for comment on tfnotify fnaoto/tfnotify-github-actions-test#1

Then run actions but there is no comment on commit.
And no error's.

WHY

This is question, is this github actions workflow is still work in progress ??

TODO

I will research this issue on code and create PR if I can.

Github Actions support GITHUB_REF to get Pull Request Number.

Oh, I made a mistake.
This is still WIP on #94
