Problem: Some wiki pages may not cleanly fit into one section or another. For that scenario, it may be nice to provide alternate mechanisms to group pages.
Solution: Adding tags to wiki pages could allow users to navigate and/or search via a tag.

I'm not familiar with categories in Wikipedia. If Wikipedia allows a page to appear in multiple categories, then, yes, it is like Wikipedia categories. And if that is the case, I guess the name should be called categories because that would be familiar to the millions of people that use Wikipedia.
When I was thinking of tags, I was thinking about the Wordpress implementation of tags. Every wiki would have an always visible listing of what tags are associated with the page. The tags would be clickable to find out what other wiki pages share the same tag.
Sections are the structured hierarchy. Tags (or categories if that is a better name) would be the free association links.
