Found this repo and am very much impressed with the smooth barcode scanning and tight code size! But the source files have no copyright notice and the repo has no License declared. Can I use this code in an open source project?

It looks like borrowed at least some code from simple-android, which has an MIT license. You should include that license in the code you copied from that project.
Also I see code in ZXingBarcodeAnalyzer from Aegis, which has a GPL v3 license which definitely requires you include the license terms.
