Could you please confirm what I think about identities and destinations?

Hello, for the purpose of amateur radio network based on Reticulum, could someone clarify for me if the following is correct?

1. In ham radio regulations there is a rule that all communication must be unencrypted in any way. For Reticulum network in ham radio it means that all destinations must be "plain". Since for rnid I haven't seen any command line parameters where I could specify type of destination, I believe it means that creating such destinations will require to write a specific software using the RNS library.

2. Among the utilities and in the documentation I could not find any way how to create "predictable" identities. In my specific use case, identities based on amateur radio station callsign. Or could this approach based on unique characteristics of the computer hosting RNS be modified?

3. Let's suppose we would like to create regional network, based only on ham radio communication. Would it be sufficient to use only transport instances, or is it necessary to use LXMF? BTW, what is the aspect for NomadNet propagation node? I have troubles, my, supposedly propagation node running on the same Raspberry as rnsd, never appears in announcements as propagation node. I suspect the destination has not been created or maybe the correct aspect is missing. To me the documentation is not very clear.
