ergm.multi (https://cran.r-project.org/web/packages/ergm.multi/ergm.multi.pdf) recently introduced ways to construct multi-layer/ multi-level ergm terms, using logical operators.

These could potentially be used to construct multi-level motifs based on a very flexible approach and without a python dependency.
