IDF schema location changed

Note in trac #9907 IDF schema reference has been changed from:

xsi:schemaLocation="http://www.mantidproject.org/IDF/1.0 Schema/IDFSchema.xsd"

to

xsi:schemaLocation="http://www.mantidproject.org/IDF/1.0 http://schema.mantidproject.org/IDF/1.0/IDFSchema.xsd"

Change the generator follow allong.

@Anders-Markvardsen does it really need to have the schema double listed? That doesn't seem right.

I did not invent the notation for this, but it is right from what I understand from any documentation on this on the net. You can verify this by doing a search on xsi:schemaLocation in google. Note http://www.mantidproject.org/IDF/1.0 is the schema namespace (which has not been changed) and I have added a landing page for it, as seems to be the standard, for example as used by microsoft
