JP plugin: Down swipe on keys should not close the keyboard

Japanese 12-key keyboard uses down swipe / flick as a modifier like up / left / right swipes. Currently down swipe is recognized as the gesture for closing the keyboard, so we can not input nearly 1/5 of Japanese Kana characters (and every word using them) using Maliit.
