mageos-magento2 is OSL/AFL, the rest of the repos I think they can have different licenses depending of what's the repo is about so IMHO it's dangerous to have the license configured by terraform.

If we're not doing it can we close the issue?

I think it would still make sense, because it prevents that licenses are changed in a way we don't want them to be. However, we would need to define which licenses we want / need to use.
