Maester - Exchange Tests Fixes (MT.1037 to MT.1041)

This issue is to track the work that needs to be done for the following tests.

• MT.1037 - Ensure Spam confidence level (SCL) is configured in mail transport rules with specific domains
• MT.1038 - Ensure modern authentication for Exchange Online is enabled
• MT.1039 - Ensure MailTips are enabled for end users
• MT.1040 - Ensure additional storage providers are restricted in Outlook on the web
• MT.1041 - Ensure users installing Outlook add-ins is not allowed

For each of these tests we need to

• Move each test into Maester cmdlets
• Improve the markdown to give guidance on the steps to get to the blade to make the change (including the descriptive label) and the Recommended Action step.
