[ENHANCEMENT] Observatory configuration GUI

We should have an observatory configuration file creation GUI to promote easier editing of the configuration file as hardware changes. This could be something like in MaxIm, as shown below. This is especially helpful with ASCOM drivers as ASCOM hardware may need to be selected manually in the ASCOM chooser dialogs.

This should support creation of new config files, saving to different filenames, and loading in (and editing) existing configuration files.
