Wrapped buttons not working

I have spent literal days going through this github, curseforge and the rest of the internet to get wrapped buttons to work. I don't know what im doing wrong here.

this is one of them.

it just doesn't show up unless i turn it into an action. and when it becomes an action I have no idea how im supposed to keep it as a wrapped button. someone please help. this is driving me insane.
