The idea came up when chatting on gitter with Nick here: https://gitter.im/jupyterlab/jupyterlab?at=61044aa972c37b6f45814cf9. This could be as simple as kernel adding an output with specific mimetype that we would intercept and display as a suggestion for citing the package.
