Nearly all GIS open data portals are ESRI can be found here:
https://hub.arcgis.com/pages/open-data

Most ODPs are Socrata and those that are not Socrata are CKAN.

Create a new app service module for programmatically adding open data from municipalities to this service.

I thought https://www.opendatanetwork.com would lead me to all the data portals but it didn't
