Floating window instead of split

Is your feature request related to a problem? Please describe.
Sometimes the split windows changes the size, even if g:neoterm_fixedsize is set to 1. For example when closing the buffer above the neoterm split by accident.

Describe the solution you'd like
Let neoterm use the new floating window support (NeoVim floatwin / Vim8 popupwin) instead of using a split.

Describe alternatives you've considered
None, I really like neoterm so I didn't checkout other terminal plugins like vim-floatterm.
