Could not connect to docker daemon when running on k8s action runner #105

Describe the bug
When running on self-hosted runner on kubernetes cluster im getting the following error.
My runners are working propely and i've managed to build docker in docker on them fine.

Run jupyterhub/repo2docker-action@master

When I swap to the github runners everything works correctly.
