Description:
Currently, we are running two workflows when we create an issue. The first one greets new contributors, and the second one labels the issue. It would be better to merge these into a single workflow named issue.yml for all types of issue-related tasks. This would make our workflow maintenance easier and reduce the number of workflows we need to run.

Additionally, the issue labeller is not functioning properly, so we need to fix that as well.
