What Operating System are you using (both controller, and any agents involved in the problem)?

Ubuntu 22.04

Reproduction steps

1. configure global custom slack-app with o-auth-token in /manage/configure
2. override slack-app per Project with "override-url"(Slack-Hook-Url from another Organisation) and uncheck "bot"

Expected Results

Project uses URL-Hook to authenticate with slack

Actual Results

notifications was not send

Anything else?

I have configured global bot with credentials and use "sendSlack" in pipeline-script, that works as excpected.
but when I want to override this config in Project, no message was send. I have a Slack-Hook-Url from another Slack-Workspace, but this doesn't work.
