Operator Git project should have OWNERS file

Hey folks, we made a quickstart Go project, there's no OWNERS file project though so our /approve chatops commands did nothing. Added an OWNERS file in the operator repo.

IMO we add OWNERS file's so ChatOps is enabled by default - in the template projects. Or how about in the app ones...
