Describe the bug

In "Metadata > Engines & Tools > suggest new tool", "One sentence description" field is type URL

To Reproduce
Steps to reproduce the behavior:

Go to 'Metadata' > Engines & Tools
Click on 'suggest new tool'
Fill in 'One sentence description'
Submit
See error "Please enter a URL"

Expected behavior
Filed should be type=text instead.
