Blocklist for instances

There's an allowlist already, I'd like an instance blocklist instead.

It already checks defederations and Fediseer censures. Are those not fitting to your case?

I didn't quite understand. You need this feature, right? I can implement it since it's a little if check, but I'm busy these days. I can add it in a week or two.
