Milan is pretty much unsupported, the limited support in the app is done mostly based on assumptions.
I don't have access to server hardware, but the last Epyc that could be somewhat overclocked was Rome ES/EQ.
There are some possible reasons for the error:
a) SMU command ID for setting manual OC mode is wrong
b) the chip has manual OC disabled on firmware/fuse level
c) the motherboard's BIOS is configured to disable the command
There's a way to possibly find the correct command ID (if supported at all), but this involves blindly trying different IDs which might lead to unexpected behaviour and some people even killed Rome ES chips by doing that.

When I enable Manual Overclock and click Apply button,

and cause an error.
Is thie behavior expected? What should I do?
