IMO all user actions should be displayed in the sidebar on the left. Theme-default followed this philosophy.
However, in theme-ubuntuusers for example the wiki uses another tabbar for some actions on the top right. The forum has some some actions like the filter on the top or in thread inside the table. All of those should be uniformly in the sidebar on the left.
