To solve this problem you must inform the access credentials, this data you get on the Azure page in the Bot Service.

Then you pass the data through the environment variables.
APP_ID=MICROSOFT_APP_ID_HERE

I already did this (since the beginning). But still not working.

Make a checklist:

1 - See if the URL address of the webhook is correct and with valid SSL.
Your Webhook needs to be accessed over the Azure Bot Service network and with a valid SSL.

2 - Copy the necessary data (MicrosoftAppID and MicrosoftAppPassword)

Note when you generate the password it is displayed only once and if you lose it you will need to delete it and create a new password.

Also check the password expiration date as it may expire and you will need to create a new password.
