Investigate CI/CD setup of Sovereign rollups running with Celestia

Background

In continuation of efforts in #4 and #23, this issue aims to completely clarify the optimal approach for initializing and operating Sovereign rollups running with Celestia as the DA layer. This should facilitate and ends up with a clear CI processes for bootstrapping a rollup node.
This investigation, in conjunction with ongoing effort in #19, should pave the way for Hermes to perform its IBC relaying commands between Cosmos and Sovereign chains.
