Proposal

This issue started abstracting the test-framework, informalsystems/hermes#3151. The first step was being able to run the BinaryChannelTest using a context for the current relayer or the relayer-next.

The next step is to do the same with BinaryConnectionTest in order to run more of the existing tests with both the current and relayer next.
