I can't install Microsoft.VCLibs.x64.14.00.Desktop.appx because installer opens C:\Program Files\WindowsApps\Microsoft.DesktopAppInstaller_1.24.25200.0_x64__8wekyb3d8bbwe\AppInstaller.exe and that installer needs to be closed in order to install this package.

use powershell with administrator
