Add Playwright test cases for new mapper frontend

Is your feature request related to a problem? Please describe.
The mapper frontend (mapper mobile view) is an important module written in svelte. We don't have test cases for the submission related workflow which makes mapper frontend more vulnerable to issues.

Functional test cases for mapper frontend.

• visualisation of tasks and features on mapper's view
• downloading of tiles and offine mode.
