Convert to system app, include in settings page

• In Volla phones this will be a system app
• app should appear in system settings, not as a standalone app in the grid
• system settings page provide management of conductor (start / stop, enable /disable app, view apps)
• android setup assistant step for setting up conductor & launching on startup
• We will still want to support using this as a normal app on non-volla phones
