idea for test criteria:

A pipeline that runs on a public actions runner every 2-3 hours and calls the GitHub API to list builders.
or a positive check: a periodic workflow that requests the self-hosted runner and fails if it cannot be allocated

to begin with, the outcome should be reported in mattermost
