I wonder if the Paul's intent was to increment the Change Date with each new push of code (so that the current maintained version is always under the Business Source License but users are free to use the older version under GPL terms), or if Paul intended to make all of his newest code available under the GPL?
Looks like the change to the Business Source License was on March 16, 2022
Maybe I'm missing something, but it sure looks like it's Paul's code that Paul owns and can do what he wants with.
The Business Source License 1.1 (BUSL-1.1) has expired on june 2024.
According to the LICENCE.md file, the change date was 2024-06-01.
The source code should be made available under an Open Source License from now on.
In my humble opinion, an extension or renewal of a license that is not Open Source, like BUSL, needs to be voted through Hifi's governance process.
