resource/aws_redshift_cluster: Remove default value from publicly_accessible

Description

On 18 November 2024, AWS announced that after 10 January 2025, that public accessibility would be disabled by default for newly created provisioned Redshift clusters. The resource currently has a default value of true rather than not setting a value so that the AWS default is used. The default of true is additionally an unsafe default.
