[New Data Source]: Add supports for data block for aws_bedrock_guardrail

Description

Currently only resource block is supported for aws_bedrock_guardrail
https://registry.terraform.io/providers/hashicorp/aws/latest/docs/resources/bedrock_guardrail

We need data block for aws_bedrock_guardrail, which allows us to get guardrail_id based on guardrail_name provided as input.
For example:

data  "aws_bedrock_guardrail" "guardrail" {
    name = "${var.tenant_name}-guardrail"
}

output "guardrail_id" {
  value = data.aws_bedrock_guardrail.guardrail.id
}
