Update README w latest docker version logic

Problem

The current README is out of date in terms of docker versions.
This means some of the screenshots and instructions are not accurate.
Many web3 devs don't use docker as they are more npm centric. As such the docker consideration should be made very simple and easy to follow.

Solution

Update README for latest docker, docker compose and docker desktop versions.
Realign the layout to be more npm centric with a section specifically for docker commands if the user want to dabble at that level
