Description

Running hedera local node as part of CI pipelines often fails with PLATFORM_NOT_ACTIVE

Steps to reproduce

  1. Create a workflow that uses github hosted default ubuntu-latest runners and starts the local node as part of the workflow
  2. Run it several times
