[Account sidebar] - Add login button when user has no accounts

As well as a sign up button, but hidden for now.
Right now you click “Connect Wallet” and it pops up, but then we hide the next obvious choice as a + (edited)
Maybe the button at the top of each page should say something besides “Connect Wallet”, because when you click it that’s not whats happening. Relatively soon, you’ll be clicking it and being presented with a login or signup prompt (most important choice), alongside a network selector.
I think we should also hide the “Change network” dropdown, and only show it if the advanced settings option has been selected by the user

Really good points on adding account / creating account should be very easy and up front. Added screenshot of what was conceptualized in design.
