Expected behavior:
When I'm denied access to deleting a trusted cluster, I'd expect an error message to appear.

Current behavior:
The trusted cluster isn't deleted, but the UI acts as if nothing happened.

Bug details:

Teleport version: 17.0.0-alpha.4
Recreation steps: add a trusted cluster and attempt to delete it using the Web UI as a user who doesn't have rights to create, update, or delete a trusted cluster.
