Rework the Alloy configuration syntax documentation

The Alloy configuration syntax documentation has not had any attention since the initial conversion over from Agent. The current information is hard to follow, confusing, and often duplicates itself from one topic to the next. The entire section needs a rework/rewrite to clean it all up , clarify things, and better explain the concepts behind the Alloy syntax.
