@simoncozens is this different from what we have in the Tools and Dependencies chapter?

Sorry, that was a super unhelpful issue description! I think what I wanted was (a) description of how to create a GH_TOKEN and what permissions to give it in this chapter, and (b) link to that section in the packager chapter.
