The 2.25 archive of the COG plugin (available here : https://build.geoserver.org/geoserver/2.25.x/community-latest/geoserver-2.25-SNAPSHOT-cog-plugin.zip), which allows us to use S3 storage, doesn't work.
Numerous missing dependencies (jar) and version conflicts on netty in particular prevent the plugin from starting up and working properly.

The imageio-ext project does not package the GeoServer zip.
That said, did you just try it for the first time and it did not work, or do you have an automation and you started having problems today?

We've been using the plugin for over 2 years and the problem has just appeared when we migrated from 2.24.x to 2.25.x.
Do you know to whom I can submit this problem?

The cog module is a community one, hence unsupported, the GeoServer documentation states it clearly:

If you are using one for production purposes, your best option is to contract with a commercial support provider, and sponsor the development necessary to move the module from community to official extension. That would also add enough tests to avoid this kind of issues.
