I've been locked out my server a few too many times - often cloud servers create a root user by default and then you'll create users from that.

I'd like the role to fail is the connection user is set to root and the ssh permit_root_login is set to no. With a override? I'm happy to add this check but wanted to check theres appetitie for this.
