Physical car: Add relay to the power supply of the car attach to Teensy #121

Since we can measure the battery voltage. If a car is "on duty" we need to be able to turn the battery off when it get's too low.

This can be done with a cable with a relay attached to the high side of the batter and GPIO pin to the teensy.
