Align items on shift-key-down

In lib/target.coffee the startTargeting function should duplicate some of the logic in enterItem that triggers the 'align-item' event. I remember that there was some reason that this seemed hard. Perhaps it was identifying the $page. But it feels unreliable when we don't handle this case. More effort is appropriate.

I know this because I was checking to see if it should be closed but I guess not.
