Add graphical mode to vagrant libvirt #547

Background

Currently, our vagrant setup is shell only, for debugging it could be useful to have a GUI
We found out that we can run a GUI by installing a desktop manager and x.org and then rebooting the machine. Vagrant seems to setup the machines with VNC. Which works good enough.

Acceptance Criteria

We can start with vagrant a VM in GUI mode
We can install during proviosiong developer tools
- SQL Editor
- Pycharm
- VSCode
- ...
