Add yard-sinatra

Problem

By default, the documentation for viewer-sinatra doesn't include the actual Sinatra app.

Proposed Solution

yard-sinatra will allow us to have documentation of our routes.

Acceptance Criteria

Documentation of the App routes appear on http://www.rubydoc.info/github/everypolitician/viewer-sinatra/

Not Required

We don't actually need to have written documentation for all of the routes before putting this live.
