Ensure that Wikimedia languages are properly mapped to Django language codes #14

At the moment we assume that the codes are identical, but we should make sure they are properly mapped, and we can do fallbacks as appropriate.

This issue is vague because I haven't investigated what's needed to any great extent so far.
