Auto-complete skill and in-line rank editing for edit page

It's currently painful to scroll through skills to add a new skill to a certificate. We should use some sort of auto-complete field that lets us search for skills and quickly click on one.

In addition, to change the level of a skill needed, we have to re-add it. The skill level should just be a drop-down in each row that we can change.

Most browsers, if you click on a dropdown and then type a few characters, will jump to the first matching item in the dropdown. That said, could certainly make that friendlier with a real autocomplete.

In-line rank editing is a good suggestion.
