IMO this is a redirect problem that should be submitted to the EU Publications Office and that has nothing to do with ORG-EP.

euvoc is part of the CDM ontology and you can download it from https://op.europa.eu/en/web/eu-vocabularies/dataset/-/resource?uri=http://publications.europa.eu/resource/dataset/cdm
