Automated build for parquet exports #1679

At the moment the parquet export image is build and published manually. It would be nice to set up an automated pipeline for these tasks. It would be nice to have a staging and production build because we have separate exports for staging and production. The pipeline should just be triggered when a commit is merged to staging or main branches of the repos.
