Incremental sync feels *much* slower to process (since EDR?) as it processes gradually and slowly #27360

Steps to reproduce

  1. Open laptop in morning
  2. Watch it take 20-30s very very slowly trickling in updates to the roomlist, which slowly bounces around until it finally settles, making it unusable (you can't click on things as they jump around) and making it feel sluggish.

This used to either happen very fast, or possibly even atomically.

Relatively atomic-feeling sync

What happened instead?

Very gradual sync.
